बाल श्रमिक विद्या योजना 9 श्रेणियों में निम्नवत् लागू की जायेगी:-

प्रथम श्रेणी सर्वोच्च एवं प्रथम प्राथमिकता उन बच्चों को दी जाये जो कि ऐसे पात्र परिवारों की श्रेणी में आते है जहाँ पर माता-पिता दोनों की मृत्यु हो चुकी हो तथा बच्चे द्वारा दिए जाने वाले कार्य से प्राप्त आय ही परिवार की आय का मुख्य श्रोत हो तथा बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो|
द्वितीय श्रेणी द्वितीय प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जहाँ पिता की मृत्यु हो चुकी हो और वह बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य कर रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण में कामकाजी बच्चे के रूप में चिन्हित हुआ हो|
तृतीय श्रेणी तृतीय प्राथमिकता उन बच्चों की दी जाये कि ऐसे परिवार से आते है जहाँ माता-पिता दोनों स्थायी रूप से दिव्यांग हैं और बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य कर रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो।
चतुर्थ श्रेणी चतुर्थ प्राथमिकता उन बच्चों को दी जाये जो कि ऐसे परिवार से आते हैं जहाँ माता-पिता असाध्य रोग से ग्रसित हैं और बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य का रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो।
पंचम श्रेणी पंचम प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जहाँ पिता स्थायी रूप से दिव्यांग हो और वह बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य कर रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो।
षष्टम् श्रेणी छष्ठम प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जहाँ पिता किसी गम्भीर असाध्य रोग से ग्रसित हो और वह बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य कर रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो।
सप्तम श्रेणी सप्तम प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जहाँ महिला या माता परिवार की मुखिया हो और बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य कर रहा है और बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो
नोट :- परिवार की मुखिया माता/महिला से तात्पर्य यह होगा कि पति की मृत्यु हो गयी हो /महिला तलाक शुदा हो और बच्चों/परिवार में भरण पोषण की जिम्मेदारी सम्बंधित महिला पर हो।
अष्ठम श्रेणी अष्ठम प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जहाँ माता की मृत्यु हो चुकी हो अथवा माता स्थायी रूप से दिव्यांग हो अथवा माता किसी गम्भीर असाध्य रोग से ग्रसित हो।
नवम श्रेणी नवम प्राथमिकता उन बच्चों की दी जाये जो कि ऐसे परिवार से आते है जो कि भूमिहीन परिवार है और बच्चा परिवार का आर्थिक सहयोग करने के कारण से कहीं कार्य का रहा है | ऐसा बच्चा किसी निरीक्षण/सर्वेक्षण के माध्यम से कामकाजी बच्चे के रूप में चिन्हित हुआ हो।

Beneficiaries must have Aadhar numbers in order to avail financial assistance. In case a child does not have an Aadhar number, the same must be procured within three months of enrolment in BSVY. The cash assistance will be directly transferred into the child’s bank account and a message confirming the transfer will be sent to the registered phone number.

E-Tracking: New-Age Tools to Ensure Successful Integration of Child LabourersThe data of all beneficiaries will be uploaded on a state-of-the-art e-tracking system developed by UNICEF with the support of the Departments of Labour and Basic Education. This information will be sourced by Gram Panchayats/local officials/local health officials and the Child Line Zonal Officer. It will then be shared with the Deputy Labour Commissioner for approval and final entry into the database.

BSVY beneficiaries will need to record a minimum school attendance of 70% to access scheme benefits. School principals and SMCs will be responsible to ensure the children attend school regularly. Their attendance will be recorded in the e-tracking system after verification by the concerned school principal. This verification will be done by principals in the months of May, September and January of the school year and will be reviewed by the district Basic Education Officer.

In case of continued absence from school, the SMC will also be responsible for counselling the child’s family on the importance of continuation of studies both for the child’s overall development and in order to ensure that the family continues to receive support under the BSVY.

Monitoring and EvaluationData from the BSVY e-tracking system will be evaluated monthly by the Assistant Labour Commissioner/Labour Enforcement Officer and will be entered in the prescribed format to be reviewed bimonthly by the Deputy Labour Commissioner. Local issues in the implementation of the BSVY will be addressed in meetings of the district-level Bal Shravan Unmoolan Samiti chaired by the District Magistrate.

At the state level, the BSVY will be monitored by the Labour Commissioner. Once every six months, the scheme will be reviewed by a state-level monitoring committee chaired by the Chief Secretary. A third party evaluation of the scheme will also be carried out on completion of two years of implementation.

Grievance RedressalComplaints regarding selection for the scheme and inclusion in the lists prepared by authorised officials/departments can be entered on the online e-tracking system. The concerned authorities are required to clear them within a month.

Linking Beneficiaries to Other Social Welfare SchemesApart from BSVY benefits, the relevant district-level panchayat, development officer and programme officials will be responsible for linking beneficiary children’s families to other government welfare schemes. These schemes include:

• Widows’ pension

• Differently abled persons’ pension

• Senior citizens’ pension

• Benefits under the National Food Security Act

• Pradhan Mantri Awas Yojana

• Atal Pension Yojana

• Aam Aadmi Beema Yojana

• Pre and post-metric scholarships offered by various departments

Introduction/Overview: Child Labourers Back to School.
Every child has the right to a happy childhood free from hardship and exploitation.However, poverty, the need to earn for family or losing parents early in life forces many children into labour. This deprives them of their education and exposes them to hazardous environments and exploitation, affecting their physical and mental well-being, while also preventing them from realizing their potential in life.

In 2007-2008, the Government of Uttar Pradesh had piloted a conditional cash transfer scheme (CCTS) in 10 districts for child labourers identified by the Department of Labour in order to bring them into the education mainstream. By 2015, this scheme expanded to 34 districts, providing financial support worth 8,000 rupees a year and a monthly scholarship of 100 rupees.

The CCTS was reviewed after eight years of implementation. It was found that while it positively impacted the child labourers registered under it, there had been issues during identification, registration, timely and adequate disbursement of financial assistance and linkages with welfare schemes of other departments.

In May 2017, the CCTS scheme was reimagined to improve the amount and timely disbursement of financial assistance, geographic coverage, identification of beneficiaries and linkages to other social support schemes. The scheme was also redesigned for simpler and more efficient implementation, monitoring and evaluation. This new scheme was renamed the Bal Shramik Vidya Yojana (BSVY).

Features and Implementation
The BSVY aims to provide income support to child labourers to ensure that they return to school and continue their studies. It defines child labourers as children between 8-18 years of age who are working in the organized or unorganized sector to supplement their family income. This includes farm work, domestic help and any other form of labour. For its first phase, the BSVY will identify 2000 children from the following types of families as beneficiaries:

In the first phase, the scheme will be rolled out across 57 districts in 13 divisions. This will include the 20 districts with the highest incidence of child labour according to the 2011 census. (Agra, Allahabad, Kanpur Nagar, Ballia, Barabanki, Bareilly, Badaun, Lucknow, Ghaziabad, Gonda, Gorakhpur, Shrawasti, Balrampur, Bahraich, Moradabad, Mirzapur, Sonbhadra, Jaunpur, Varanasi, Ghazipur) (instead of text these districts can be highlighted on a map. Red for the top 20, yellow for the other 37). Children registered with the BSVY will continue to avail assistance if they migrate to another district within Uttar Pradesh.

Priority will be accorded to the worst-affected children identified for the BSVY. These children will be enrolled in their nearest government schools. In case there is no government school within a kilometre of their residence, they can take admission in a recognized private school with the approval of the Basic Education Officer. Boys registered under the scheme will receive a monthly support of 1,000 rupees (12,000/year), while girls will receive 1,200 rupees a month (14,400 a year). Children who complete their education upto class 8, 9 or 10 under BSVY will be given an additional amount of Rs 6,000 for completing each class.

Financial assistance will be provided for a maximum period of five years or until the child passes class 10, whichever comes earlier. As mentioned before, a minimum attendance of 70%, verified by the school principal is mandatory to avail financial assistance under the scheme.
